The Challenge

Guided by Vision 2030, Saudi Arabia is modernising rapidly. Public sector bodies are expected to develop a unified framework which brings multiple different services together.

HRSD’s challenge was to pull together initiatives covering labour policies, employment law, social welfare and the civil service into one integrated system. The EFQM Model served as the guiding framework to achieve this integration.

The Solution

EFQM gave leaders and teams a common compass and a common language to deliver a transformation programme which is now a benchmark for public-sector excellence.

The model’s RADAR logic (Results, Approach, Deployment, Assessment and Refinement) helped the team to reshape HRSD’s governance, strategy, digital transformation, and service design to create sustainable impact for all key stakeholders.

The process included conducting self-assessment programmes, delivering nine strategic transformation programmes addressing leadership, digital transformation, customer engagement, and governance. And running workshops and interviews with more than 150 leaders and managers.

The team set up continuous monitoring systems to track progress including the ‘Hemmah’ digital platform, and implemented real-time feedback from citizens, partners and employees.

Citizens benefit. They now use better-designed, more reliable services tailored to their needs. From reviewing and approving employment contracts, through to applying for disability evaluation.

Employees benefit. They recognise a stronger culture where they feel more empowered

Saudi Arabia benefits. The transformation under Vision 2030 is clear to see. And the ‘joined-up’ HRSD strengthens the labour market, improves social outcomes and raises trust in institutions too.

HRSD also became the first ministry in The Middle East to achieve EFQM 5-Star Recognition.

An independent validation of the Government’s capability today and its resilience for tomorrow.

It also serves as a benchmark for other ministries in the Kingdom to aspire to.

Awards are always welcome, but looking backward is not on the agenda. A desire for continuous excellence means that HRSD is already planning what’s next – building stronger relations with stakeholders, expanding the use of AI, enhancing internal systems and more importantly- delivering even better results for the citizens of Saudi Arabia.
